Kampala, Uganda – The Ministry of ICT and National Guidance has launched a high-stakes three-day sector retreat, uniting its agencies to critically review performance in the 2025/26 financial year and set clear priorities for 2026/27. The gathering is designed to strengthen collaboration, confront emerging challenges, and drive forward Uganda’s ambitious digital transformation agenda.
Minister of ICT and National Guidance Rt. Hon. Justine Kasule Lumumba officially opened the retreat, urging participants to engage in open and honest discussions, prioritise teamwork, and deliver practical solutions that enhance service delivery for every Ugandan. “Together, we will accelerate Uganda’s digital transformation and deliver better services to every Ugandan,” she said. Lumumba stressed that the success of any single agency is inseparable from the success of the entire sector, calling for a stronger whole-of-government approach aligned with the National Development Plans.
The retreat brings together leadership and technical teams from agencies under the Ministry, including the National Information Technology Authority-Uganda (NITA-U), Uganda Communications Commission, Uganda Institute of Information and Communications Technology (UICT), Posta Uganda, Vision Group, and others. It follows recent familiarisation visits by the Ministers to these institutions, which helped map out mandates, achievements, and priority areas.
Permanent Secretary Dr. Aminah Zawedde noted that the retreat builds on those visits by allowing deeper examination of each agency’s work and how collective efforts can better fulfil the Ministry’s mandate.
Minister of State for Information Hon. Joyce Nabosa Ssebugwawo reinforced the call for reflection and forward planning. She urged participants to place Ugandans at the centre of every decision, strengthen inter-institutional cooperation, and pursue honest, solution-oriented discussions that advance digital transformation and improve public services.
The three-day engagement provides a platform for agencies to present their performance, share lessons, identify bottlenecks, and align strategies. Key focus areas include expanding digital infrastructure, enhancing e-government services, improving national guidance and media operations, and ensuring the sector contributes effectively to national development goals under the Digital Uganda Vision and the Fourth National Development Plan.
By fostering candid dialogue and coordinated action, the Ministry aims to translate policy into tangible results—better connectivity, more efficient public services, and a digitally empowered citizenry. As the retreat continues, stakeholders are expected to emerge with concrete priorities and collaborative frameworks to guide the sector into the new financial year.
