Based on recent cabinet reshuffles, political developments leading up to the 2026 elections, and analysis of the current Ugandan political landscape, President Yoweri Museveni has been introducing new, younger, and loyalist faces to his cabinet, particularly focusing on individuals associated with a huge and better ideology.
Take an example of new faces recently appointed (March 2024 Reshuffle) and Key Considerations
The March 2024 reshuffle highlighted a shift toward strengthening loyalty and injecting fresh energy, specifically to engage the youth demographic:

Lillian Aber: Appointed State Minister in the Office of the Prime Minister (Relief, Disaster Preparedness, and Refugee Affairs). She is recognized for her, and others like her, potential to mobilize the youth vote.
Nyamutoro Phiona: Appointed State Minister for Energy and Minerals Development. Her inclusion reflects a focus on bringing in younger, active figures.
