Mbale, Uganda – In a dramatic and unannounced midnight operation, Minister Balaam led a high-level team into Busiu Health Centre IV, the largest health facility in Mbale District, catching staff and the facility off guard at 3:00 a.m.
Accompanied by the Regional Internal Security Officer, officers from the Criminal Investigations Directorate (CID), and the State House Anti-Corruption Unit, the Minister conducted a thorough inspection of the busy health centre.
In his official press release, Minister Balaam stated:
“This morning, accompanied by the Regional Internal Security Officer, officers from CID, and the State House Anti-Corruption Unit, we conducted an unannounced inspection at Busiu Health Centre IV, the largest health facility in Mbale District.
I commend Dr. Mawumbe Bernard, Dr. Balayo Isa Mustafa, the midwives, nurses, and all health workers I found on duty. Your dedication and commitment to saving lives are truly appreciated.”
Despite praising the frontline health workers for their dedication, the Minister painted a worrying picture of the conditions at the facility.
“Our inspection revealed that Busiu Health Centre IV is overwhelmed by the growing number of patients. The facility urgently requires expansion, additional health workers, and more medical equipment to improve service delivery and meet the healthcare needs of the people.”
The Minister emphasized that access to quality healthcare is a constitutional right for every Ugandan. He assured residents that the Ministry of Local Government will collaborate closely with the Ministry of Health and other stakeholders to provide the necessary support to the facility.
“The Ministry of Local Government will work closely with the Ministry of Health and other stakeholders to ensure this critical facility receives the support it deserves.”
The Minister concluded his statement with a strong message to public servants:
“To all public servants serving with integrity, thank you. To those who neglect…”
The surprise 3 a.m. inspection underscores the government’s renewed commitment to fighting corruption and inefficiency in the health sector.
By involving security and anti-corruption agencies, the move signals zero tolerance for negligence in public service delivery, especially in critical health facilities serving thousands of residents in Mbale District and surrounding areas.
Local residents have welcomed the Minister’s bold approach, with many expressing hope that the revelations will lead to tangible improvements such as new wards, recruitment of more medical staff, and better-equipped laboratories and maternity units.
Health experts note that Busiu Health Centre IV, as a level IV facility, is expected to handle a high volume of cases, including emergencies, maternal care, and outpatient services. However, rapid population growth in the region has placed immense pressure on the existing infrastructure.
