Hon. John Mulimba, the Ugandan Minister of State for Foreign Affairs (Regional Affairs), lost his bid to retain the Samia-Bugwe North parliamentary seat in the just concluded 2026 general elections.
Mulimba terribly, lost the Samia Bugwe North seat, while his colleague, Henry Okello Oryem, Minister of State for International Affairs, was defeated in Chua County, Kitgum District by independent candidate John Clavin Okoya. Okoya garnered 14,688 votes, while Oryem polled 12,297
Based on reports regarding the 2026 elections, he is among several high-profile ministers and cabinet members voted out, signaling a significant shift in public sentiment.
Context: Mulimba was part of a wave of incumbent ministers who lost their seats.
Previous Tenure: He previously lost the same seat to Gideon Onyango in 2016 before reclaiming it in 2021.
His loss is considered part of a larger, sweeping change in the 2026 Ugandan parliamentary elections, which saw numerous incumbents defeated.
His downfall clings around several reasons, including intimidation, bragging, violence, threatening and organized crimes which led to the death of more than 3 people during the campaigns.
It has been alleged that Minister Mulimba was using excess force to reclaim the seat.
This resulted into a boycott election, forcing voters to vote for an independent candidate.
It should be noted that during the NRM primaries, several residents were attacked by an unknown gang with panga, many sustained injuries and one life was lost.
