MBALE – In a move to bolster integrity within public service, the Resident District Commissioner (RDC) of Mbale district, Mr. Bayole Stanley, has called for a shift in mindset, emphasizing that patriotism and time management are foundational to eradicating corruption.
Speaking as the Guest of Honor today at Wash and Wills Hotel, Mr. Bayole addressed a high-level stakeholder consultation on the draft Anti-Corruption (Confiscation and Recovery Orders) Rules. The event brought together a broad spectrum of government leadership to refine the legal tools used to reclaim stolen public assets.
The meeting saw a robust turnout of district and national officials, reflecting the seriousness of the proposed recovery rules. Mr. Bayole Stanley (RDC, Mbale), Madam Akurut (CAO, Mbale), Chairperson LCV, Mbale , Commissioner Legal Services (DEI), State Attorney General’s Chambers, Directorate for Ethics and Integrity (DEI) , Police, and Prisons turned up for this event.
During his address, RDC Bayole Stanley expressed gratitude to the Ministry of Ethics and Integrity for prioritizing Mbale in these consultations. He highlighted that these engagements are not just about rules, but about professional survival and excellence.
"Through these engagements, government officials will learn how to stay away from corruption and maintain smart, clean office," the RDC noted.
He further linked the fight against graft to personal discipline and national identity, specifically focusing on officials to be punctual as a form of integrity that prevents the "slow-burn" corruption of inefficiency, highlighting the need to teach children the dangers of corruption and instill good manners from a young age to build a future generation of honest citizens, reminding public servants that their primary duty is to serve the people of Uganda with a sense of national pride and selflessness.
Acknowledging that legal jargon can often be a barrier to compliance, Mr. Bayole asked the Directorate for Ethics and Integrity (DEI) to simplify and frequently explain these rules to the public and officials alike.
To ensure immediate local impact, the RDC directed the Chief Administrative Officer (CAO) to organize an urgent meeting with all Heads of Departments (HODs). The goal of this meeting will be a deep-dive review of the draft rules so that every official is fully aware of the boundaries and no one inadvertently "goes past the rules."
