The Budadiri East Member of Parliament, Hon. Eng. Julius Nakiyi has called for major reforms to the Parish Development Model (PDM) program, saying the initiative should gradually become a non-refundable empowerment program to better support ordinary Ugandans.
Speaking during the farewell service for Dr. Stephen Samuel Kaziimba Mugalu at Church of Uganda’s North Mbale Diocese in Sironko District, the Budadiri East legislator emphasized that the program must be restructured in a way that directly uplifts communities and accelerates household income generation.
Nakiyi further discussed possible ways the government can sustainably finance the program, noting that empowering wananchi economically should remain a national priority. He stressed that with proper planning, accountability, and targeted support, PDM can transform livelihoods across rural communities.
The farewell service attracted religious leaders, political leaders, and members of the public who gathered to honor Archbishop Kaziimba Mugalu for his service and leadership within the Church,
