KAPCHORWA:District & Municipality Pass Delayed Billion-Shilling Budgets as RDC Bayole Vows to Tackle Rising Murder Cases

KAPCHORWA — The Kapchorwa District Council and the Kapchorwa Municipal Council have finally approved their respective budgets for the upcoming financial year, following a prolonged deadlock caused by the previous council administration.

The District passed a budget of UGX 32 Billion, while the Municipality approved UGX 14 Billion.

During the budget session, local leaders—including the newly inducted councillors and the District Chairperson LCV—expressed deep concern over the deteriorating security situation in the region.

They directly appealed to the Resident District Commissioner (RDC), Mr. Bayole Stanley, to intervene in the rising cases of capital offense, specifically targeting groups of young people who have been implicated in recent murders within both the municipality and the wider district  and agrowing number of unemployed, idle youth loitering in Kapchorwa town, which leaders blame for the spike in urban crime.

In response to the leaders' pleas, RDC Mr. Bayole Stanley assured the public and the council that the security apparatus is already taking action.

 "We are going to thoroughly investigate these murder cases to ensure the perpetrators face justice. Security is a priority, and we will not allow lawlessness to derail our development."  RDC Mr. Bayole Stanley.

As an immediate measure, the RDC has called for an emergency security meeting this coming Monday to draft a comprehensive strategy against the criminal gangs.

Addressing the newly elected leaders, Mr. Bayole emphasized that the delay in passing the budget by their predecessors should serve as a lesson. He stressed that development cannot be achieved in a divided environment.

The RDC urged the new councillors and the LCV Chairperson to bury any political differences and work as a cohesive unit to overcome Kapchorwa's unique challenges.

 He specifically called upon the Municipal Mayor to actively unite and collaborate with district leadership to ensure seamless service delivery for the local population.
