Residents and local leaders in Bulambuli District have renewed calls for transparency and accountability following the arrest and subsequent release of the District Water Engineer, Mr. Madoi, over allegations concerning the implementation of water projects reportedly worth approximately UGX 900 million per financial year.
According to community members and district councillors, concerns have persisted over the apparent lack of visible water infrastructure despite the significant public funds reportedly allocated to the district's water sector. They also cite the delayed completion of the Mufumbura Bridge project, which they say commenced during the 2022/2023 financial year but remains unfinished.
The engineer was reportedly arrested by the State House Anti-Corruption Unit and detained at Bulambuli Central Police Station (CPS). However, residents claim that after several days in custody, he was released without the matter progressing in a way that satisfied public expectations.
Community members have also raised concerns over claims made by some local political leaders alleging that there may have been external influence in securing the engineer's release. These claims have not been independently verified, and no official statement has been issued confirming them.
The residents are now calling upon Hon. Balaam to clarify the circumstances surrounding the case. They argue that if the fight against corruption is to be credible, all suspects should be subjected to the same legal process without favour or interference.
Some residents have also questioned why other officials, including District Engineer Walimbwa and Dr. Mulongo, were previously detained and transferred to Luzira Prison over separate investigations relating to earlier projects, while the current case appears to have taken a different course.
