In a striking demonstration of organisational strength at the village level, the National Resistance Movement (NRM) has secured 105 unopposed LC1 chairperson seats across Busia District, just one day before the nationwide Local Council I elections scheduled for Tuesday, 28 July 2026.

The figures, released under the banner of the Bukedi Sub-Region, paint a picture of near-total dominance in many parts of the district. Topping the list is Busime Sub-County with an impressive 16 unopposed candidates, followed closely by Masaba with 14 and Buhehe with 12. Other strong showings include Buteba (7), Majanji (6), Buyanga (6), Dabani (5), Eastern Division (5), Masafu Town Council (5), and several others ranging from one to four seats each. The full breakdown covers 20 administrative units, from Busime and Lumino through to Namungodi Town Council, adding up precisely to the headline total of 105.

This outcome is being widely attributed to the intensive grassroots mobilisation led by NRM National Treasurer and Bukedi Sub-Region Team Leader, Ambassador Barbara Nekesa Oundo. A daughter of Busia and former Woman Member of Parliament for the district, Amb. Nekesa Oundo has spent recent weeks criss-crossing the sub-region, meeting mobilisers, consolidating party structures, and urging NRM flag-bearers and supporters to close ranks. Her efforts appear to have paid off handsomely, turning potential contests into walkovers in more than a hundred villages.

Party sources in Bukedi describe the results as the fruit of careful candidate selection, early consensus-building, and a clear message that unity at the LC1 level strengthens the NRM’s foundation ahead of higher-level political contests. In many of these villages, the absence of opposing candidates means the NRM flag-bearer will be declared winner without a poll, allowing the party to focus energy on areas still facing competition.

The development comes as Uganda prepares for the LC1 elections on 28 July, following the close of campaigns on 27 July. For the NRM in Busia and the wider Bukedi Sub-Region, the 105 unopposed seats represent more than just numbers—they signal deep organisational penetration and a vote of confidence in the party’s local structures under Amb. Nekesa Oundo’s stewardship.
