The Uganda Human Rights Commission (UHRC) Chairperson, Mariam Wangadya, says she has never feared speaking out against the atrocities committed by members of the security forces against civilians, most especially opposition political supporters. UHRC also Called for Peace, Accountability in the 2026 general elections.

Uganda Human Rights Commission (UHRC) Chairperson Mariam Wangadya has cautioned that emerging trends in the pre-election period pose threats to peace, security and rights, urging political actors, security agencies, the media and citizens to exercise restraint ahead of the 2026 general elections. Speaking during a joint press briefing with the Electoral Commission (EC), the Inspector General of Police (IGP), the Uganda Communications Commission (UCC) and the Inter-Religious Council of Uganda (IRCU), Wangadya said the Commission had observed “several emerging trends that present risks to peace, security and human rights.”

Wangadya noted a rise in youth groups acting as vigilantes and political foot soldiers, especially in the central region. “These groups are unlawful, dangerous, and incompatible with a democratic process,” she said, adding that election security is the mandate of the Uganda Police Force. She urged that such formations “be disbanded immediately wherever they exist.”

The UHRC chairperson also warned of growing identity-based political mobilisation. “In Bunyoro, for instance, the Abafuriki narrative is resurfacing. And in Kigezi, religious-based mobilization between Catholics and Protestants has re-emerged,” she said. “Identity politics corrodes the foundations of equality and non-discrimination and threatens to divide communities that have lived together for generations.”

She added that the Commission was increasingly concerned about misinformation, saying falsehoods and biased reporting were being used to stoke public anxiety. “It is troubling that some mainstream media houses have recently swung into action to discredit the electoral process through narratives that are false, exaggerated or selectively framed,” Wangadya said. She insisted that recent claims of police brutality circulating in some outlets “have not been corroborated by facts, yet they are being amplified recklessly.”

“Media is the bridge between institutions and citizens. That bridge must not be used to breed fear or distort reality,” she said, urging journalists to verify information in an era of artificial intelligence and unregulated digital platforms. “The obligation to verify information before publishing it is not just a journalistic requirement, it is a national duty.”

Wangadya also flagged concerns about gender-related barriers to political participation. “Reports from multiple regions indicate that some women feel compelled to seek permission from their husbands before choosing which candidate to support,” she said. “This practice violates women’s constitutional rights and has, in many cases, contributed to spikes in sexual and gender-based violence.”

Calling for a “peaceful electoral season built on respect, restraint, and responsibility,” Wangadya said the gathering of key institutions was meant to reaffirm commitment to safeguarding rights and ensuring a credible vote.

She urged political leaders to continue demonstrating maturity. “Continue to put Uganda first. Campaign with dignity. Respect your opponents and honour the rights of your supporters and non-supporters alike,” she said. Ugandan Travel Guide

To voters, Wangadya appealed for calm and tolerance. “Participate peacefully. Reject violence. Respect opinions different from your own. Democracy thrives on diversity of thought, not uniformity of belief.”

She reminded security agencies to act professionally. “The use of force must always be lawful, proportionate, and a last resort. The country is counting on your discipline,” she said.

Wangadya said the Commission has been conducting preventive dialogues nationwide and monitoring campaigns daily. On election day, UHRC will deploy observers and issue a public assessment. A 24-hour hotline for reporting human rights concerns has also been activated.

“Peace is everyone’s responsibility,” she said. “Uganda must prove that disagreement does not mean division and that competition need not lead to conflict.” She added that the credibility of the 2026 polls would hinge on respect for rights, tolerance and adherence to the rule of law.
