Minister Balaam recommends the Interdiction of Dozens of Officials in Isingiro, Buhweju & Mbarara City Over Graft Allegations

The minister of Local Government, Hon. Balam Barugahara has recommended the interdiction of more than 30 senior district and city officials in the Nkore sub-region to clear the way for independent investigations into alleged high-level corruption.

The recommendations, sent to the Permanent Secretary in the Ministry of Local Government, follow field visits conducted under the “Expose the Corrupt” campaign by Minister Balaam. Officials in Isingiro District, Buhweju District and Mbarara City are named in the latest batch of proposed interdictions.

In Isingiro District, the agency listed eight officers on 6 August 2026: District Natural Resources Officer Bwengye Emmanuel, District Veterinary Officer Dr. Kasozi Bruhan, District Procurement Officer Kamwine Frank, Chief Finance Officer Byagagire Innocent, Principal Assistant Secretary Gumisiriza Aloysius, Chief Administrative Officer Alice Asiimwe Rushure, District Engineer Ayebazibwe Mishaki and District Commercial Officer Musinguzi Patrick.

On 7 August 2026, the agency recommended interdiction of 11 officials in Buhweju District: Deputy Chief Administrative Officer Katambakyi Swizen, District Production Officer Nshemerirwe Flavia, District Health Officer Atukunda Prudence, Assistant Nursing Officer Byamukama John, Midwife Musimenta Lilian, Midwife Tusasire Julian, Assistant Nursing Officer Katushabe Aurellia, Senior Assistant Secretary/Town Clerk of Nsika Town Council Bainemugisha Gastone, Senior Education Assistant Twinomuhoozi Gilbert, District Internal Auditor Twinomugisha Charles, and the District Physical Planner (name yet to be confirmed).

In Mbarara City the named officers are Town Clerk Barekye Justine, City Commercial/Trade Officer Karakure Allan, Natural Resources Officer Niwagaba Sancho, Community Development Officer Kabeigarire Mirabel, City Health Officer Mugisha Longino, Finance Officer Kamugisha Dunant, Procurement Officer Atwine Edgar, Revenue Officer Samuel Rwakinanga and City Engineer Tumwijukye Ben.

Minister Balaam stressed that the interdictions are intended to allow investigations to proceed independently and without interference. The listed individuals remain suspects and have not been convicted of any offence. Investigations will seek to establish the facts while fully observing due process.

Minister of Local Government Hon. Barugahara Balaam Ateenyi underscored the broader purpose of the campaign. “The fight against corruption and the campaign to protect public resources must continue. Uganda deserves accountable leadership, transparency and quality services for every citizen,” he stated.
