"We shall not provide security for your Extra Ordinary NDC", Police to Birigwa.



The Inspector General of Police IGP has written to the Forum for Democratic Change Chairman National Chairman, Ambassador Wasswa Birigwa informing him that police will not provide security to his 19th, September, 2023 Extra Ordinary National Delegates Conference as had requested by him.

In a letter dated 12, September, 2023 signed by AIGP Nuwagire John on behalf of IGP to the FDC National Chairman, police said that it is also equally in receipt of another communication from the party Secretary General, denying any knowledge of the extra ordinary NDC and thus unless there is a reconciled party position or a resolution from courts of law, police is not ready to provide the required security as had been requested by Birigwa on the 11th, September, 2023, to avoid likely open conflict and possible clashes.

“This is to inform you, that Uganda Police Force is equally in receipt of another communication from the secretary general, FDC, Ref: FDC 1.84/IGP/03/09/2023, dated 12th, September, 2023, denying any knowledge of such a meeting and complaining that, if it were to take place, it would be in direct contravention of the party constitution and illegality. That it would as well likely cause confusion and chaos among the population.

In view of the above therefore, you are advised to reconcile the party position or seek resolution from the courts of law to avoid likely open conflict and possible clashes.

Police will therefore not be ready to provide the required security for the event until party position is harmonized.” Reads IGP’s letter to FDC National Chairman.


It should be noted that FDC is grappling with disagreement between the party’s top leadership led by the party president and Secretary General Hon. Patrick Amuriat Oboi and Hon. Nathan Nandala Mafabi and the Katonga faction led by Dr. Kizza Besigye, Lord Mayor Erias Lukwago, Hon. Ssemujju Nganda and supported by the party Chairman Amb. Wasswa Birigwa.


The disagreement led to Amb. Wasswa Birigwa to call for the 19th, September, 2023 NDC with an alleged aim of impeaching Amuriat and Nandala. Despite the 06th, October, 2023 NDC which will convene with a soul purpose of electing the FDC top leadership of the National Executive Committee which was endorsed by the National Council that Amb. Wasswa Birigwa chairs
