As Uganda prepares to roll out its Fourth National Development Plan (NDP4) in July 2025, the Ministry of ICT and National Guidance has announced the development of the country’s first-ever Artificial Intelligence (AI) policy.
While delivering the opening remarks at the Sector Performance Review Retreat, the Permanent Secretary of the Ministry of ICT, Dr. Amina Zzawedde, emphasized the significance of the retreat as a moment to reflect on the progress of the Digital Transformation Programme and to take stock of achievements made in FY 2024/25.
She outlined several key priorities ddriving the ministry of ICT's agenda:-Broadband connectivity, Integration of e-services, ICT innovation & promotion of local content, Expansion of BPO & Innovation, Nationwide rollout of the PDMIS.
Dr. azawedde also reaffirmed Ministry of ICT’s commitment to leveraging digital technologies to accelerate inclusive, social, and economic transformation.

Yesterday, the State Minister for ICT, Kabbyanga Godfrey, officially opened the Annual Sector Performance Review Retreat, reaffirming the Government’s strong commitment to advancing Uganda’s Digital Transformation Agenda.
In his remarks, Kabbyanga emphasized that “ICT remains one of Uganda’s fastest-growing sectors and a key pillar for socio-economic transformation. As a Government, we are focused on mobilizing resources, strengthening partnerships, and delivering on the promise of a smarter, more connected Uganda.”
Kabbyanga added that the implementation of digital transformation interventions is a gigantic task that requires not only resources but also a well-thought-out vision and strategy for moving forward.
The two-day retreat will assess progress under NDPIII and align strategies for the successful implementation of NDPIV.
