The E-Cow Project By Mr. Augustus Mulenga, Commonly known As King Ceasor Has Stimulated NRM Delegates In Bukedi, Sebei, Bugisu & Busoga, Who Have Now Vowed  To Massively Vote Him For Him As The  NRM National Chairperson Entrepreneur's league (CEC).

The delegates made the decision during his ongoing consultative meetings across the country.

What You Need To Know: 

King Ceasor Kick started the E-cow project a few years ago in Teso and Lango regions, where each NRM delegate is entitled to get a cow of 1m in cash mode, though this idea has attracted maney NRM members, asking Ceasor to spread it across the country.

According to King Ceasor,  eradicating poverty at the household level involves addressing immediate needs, building long-term capacity, and leveraging available resources and says this is a concise framework based on practical strategies.

King Ceasor pointed out the following key notes to fucus on once elected into power:

    • Micro-Entrepreneurship: Start small businesses (e.g., selling crafts, food, or services). Look into microfinance options or local cooperatives for startup capital.
    • Job Opportunities: Seek local employment opportunities, including gig work (e.g., delivery, freelancing). Websites like Upwork or local job boards can help.
  2. Financial Management:
    • Budgeting: Track income and expenses to prioritize essentials (food, housing, utilities). Apps like YNAB or simple spreadsheets can help.
    • Savings: Even small, regular savings (e.g., 5-10% of income) in a low-cost bank account or community savings group can build a safety net.
    • Debt Management: Avoid high-interest loans; negotiate repayment plans with creditors if needed.
  3. Access to Resources:
    • Government Programs: Apply for social safety nets like food stamps, housing subsidies, or cash transfers (e.g., SNAP in the U.S., or similar programs globally).
    • Community Support: Engage with local NGOs, food banks, or religious organizations for immediate aid (e.g., food, clothing).
    • Education: Ensure children attend school (often free in many regions) and access scholarships or free educational resources to break the poverty cycle.
  4. Health and Nutrition:

    • Asset Building: Invest in small assets (e.g., tools, livestock) that can generate income over time.

  • Unexpected Crises: Build resilience through small emergency funds or community support networks.
Actionable First Steps:
  • Assess household skills and local opportunities.
  • Create a basic budget to track spending.
  • Contact local NGOs or government offices for immediate aid eligibility.

He further spoke about his idea of creating six entrepreneurs' cash development banks (SACCOS) for the six regions. Upon launch, each SACCO will receive 100 million. 

"My target is 1 billion Uganda shillings within a year for each SACCO. Greater Mpigi friends, thank you for the overwhelming support"- King Ceasor.

But Who is Augustus Mulenga, Aka King Ceasor?

Based on the available information, Caesar Augustus Mulenga, he owns St. Augustine International University University located on Gabba road in Kampala & a big orphanage, which take care to about 400 orphans. 

Background: A prominent Ugandan businessman, philanthropist, and self-proclaimed "King" of the Mulenga Development Kingdom. He is also known as the Honorary Consular General of Vietnam to Uganda, appointed in 2017.

Achievements:Founded the Mulenga Development Kingdom, focusing on poverty alleviation and education, supporting over 400 beneficiaries since 2013.

Contributes significantly to church projects, notably pledging 200 million UGX to St. Augustine Musamba Catholic Church and supporting Catholic churches in Kisoro.

In 2025, he was noted as a candidate for the NRM Entrepreneurs League Chair, recognized for his business and visionary leadership.

Personal Life: Inspired by his late father, Didas Umushirahamwe Uwiragiye, who left a legacy of hard work and savings of 500 million UGX for church projects.

Controversy: Faced a legal dispute with the Muhabura Diocese, which attempted to stop his donations to churches, but he won the court case, emphasizing his commitment to supporting religious institutions.
