Bulambuli Voters Urge Improvement of Roads, Schools and Health Facilities As Hundreds Rally Behind NRM's Biara


Bulambuli constituency  was on Saturday awash with political excitement as hundreds of residents turned up for a rally in support of parliamentary aspirant and the NRM flagbearer, Emma Biare Wepukhulu, using the platform to demand the extension of Electricity & solar lighting from trading centres to individual homesteads, citing security, business growth, and community development.

They also demanded Biara to focus on improvement of roads, health facilities and schools. 

The rally, held in Buyaka Town Council, attracted voters from different parts of Bulambuli who said access to Electricity had already transformed livelihoods and should now be expanded further to reach every household.

In his response, Biara Emmanuel Wepukhulu also voiced his concerns regarding the deplorable state of roads in Buyaga Town Council, deeming it unacceptable for a town council of its stature.

He cited Sironko as a prime example of a town that has benefited from infrastructure development, with tarmac roads passing through it. Additionally, Biara has pledged to address various pressing issues, including the scarcity of clean water, electricity, and security lights, among others, should he secure a seat in parliament.

Community members emphasized that the presence of solar lighting and electricity has also played a critical role in improving security, particularly in deterring cattle raids.

Residents noted that illuminated trading centres and villages have acted as a permanent security measure against suspected Karamojong cattle rustlers, who often take advantage of darkness to raid livestock.


Biara, a prominent political figure with a long history in development activities, traced his political journey to his student days in Bulambuli and Makerere University, where he served as a chairperson BAMUSA.

Addressing supporters, Biara unveiled a five-point manifesto aimed at uplifting household incomes and improving service delivery.

His key focus areas include youth employment, education, infrastructure development, healthcare, and security.

Among his major pledges is the restoration and expansion of street lighting across Bulambuli to boost business operations, improve safety, and enhance night-time security.

Biara also pledged to lobby for more hospital beds to strengthen healthcare services in Bulambuli District.

“In healthcare, we must go beyond words,” Biara said. “I will continue lobbying to ensure our hospitals are equipped to serve our people with dignity.”
