MBALE – The Resident District Commissioner (RDC) of Mbale District Mr Bayole Stanley has issued a stern warning to local government officials over poor work ethics and corruption, particularly concerning the management of the Parish Development Model (PDM).
The remarks were made during a comprehensive planning and review meeting for departmental programs and projects held at Mbale Secondary School. The event brought together a wide array of district leadership, including the Chief Administrative Officer (CAO), District Vice Chairperson Madam Katami Bess, Parish Chiefs, Sub-county Chiefs, Community Development Officers (CDOs), and various technical officers.
A Call for Loyalty and Service
Presiding over the meeting as the Chief Guest, the RDC opened by expressing gratitude to the technical and political leaders for their roles in mobilizing support and voting for President Yoweri Museveni.
However, the tone shifted toward accountability as the RDC reminded the gathered officials of their primary mandate. He urged them to remain loyal and active in their duties, emphasizing that their appointments were strictly for public service.
The RDC expressed disappointment regarding the "ghost" presence of some sub-county leaders. To illustrate his point, he conducted a spontaneous roll call in total of 17 Sub-county Chiefs and 7 sub county chiefs were present
he warned that irregular attendance at work would no longer be tolerated, noting that such negligence hinders service delivery to the "mwananchi."
Addressing the technical officers—specifically the CDOs, Agriculture, Fisheries, and Commercial officers—the RDC placed heavy emphasis on the Parish Development Model (PDM).
"Do not be corrupt. Serve the people with integrity, especially when handling PDM funds intended to lift our citizens out of poverty," the RDC cautioned.
The RDC officially handed over motorcycles to extension workers within the district. These tools are expected to ease transport challenges and allow officers to reach farmers and PDM beneficiaries more effectively.
The meeting concluded on a positive note, with the RDC commending the Chief Administrative Officer (CAO) for being a dedicated and hardworking officer, setting a benchmark for others to follow.
