Umukuuka Modoma In Panic As Inzu Ya Masaaba Opens The First General Assembly Meeting Despite Disrruption By Police


The Inzu Ya Masaaba Cultural Institution successfully held its first General Assembly meeting in Mbale City despite a temporary police disruption.

According to official communication dated April 3, 2026, the institution had formally notified security authorities, including the Resident City Commissioner (RCC), Regional Internal Security Officer (RISO), and Regional Police Commander (RPC), about the planned General Assembly. The meeting was scheduled to take place at the IYM Mutoto Coordination Office in Mbale City.

The letter requested security oversight to ensure the gathering was conducted peacefully and in an orderly manner. Documentation indicates that the office of the Resident City Commissioner acknowledged the notification and raised no objection to the meeting proceeding.


However,before the meeting commenced, police officers reportedly surrounded the premises and attempted to halt the activities. Despite the disruption, organizers confirmed that the General Assembly proceeded as planned, with delegates in attendance.

The General Assembly brought together accredited clan delegates from across the Masaaba region to deliberate on matters concerning the governance and development of the cultural institution.

His Highness Umukuuka IV, Mayatsa Joram Khamboson, presided over the assembly and officially opened the meeting, emphasizing unity, peace, and development within the Bamasaaba community.

Organizers noted that the meeting remained peaceful and orderly, even amid the police presence.

Five-Year Development Program Launched

During the gathering, the Umukuuka also highlighted a five-year development program aimed at strengthening unity, cultural preservation, and socio-economic development among the Bamasaaba people.

A key component of the program is the establishment of Mbale Public University, which will be funded through a community-driven fundraising initiative.

According to the New Year and Development message issued earlier by the cultural leader, the initiative calls for contributions from households across Uganda, Kenya, and the diaspora.

UGX 2 Billion Community Fund Drive

The institution announced a UGX 2 billion fundraising campaign to support the establishment of Mbale Public University and other development initiatives.

Contribution guidelines include:

• Adults: UGX 2,000

• Youth: UGX 1,000

• Collection point: Mbale University Office, Mbale City

His Highness Umukuuka IV personally pledged UGX 1,000,000 towards the initiative and called upon cabinet members and community leaders to contribute according to their capacity.

The fundraising timeline is expected to run until December 31, 2026.

Recognition of Service and Leadership

The development program also includes plans to introduce Excellence and Distinguished Service Awards to recognize individuals and groups that have played significant roles in the development of Inzu Ya Masaaba. These include founders, past leaders, cabinet members, assembly delegates, and cultural custodians.

Moving Forward

Despite the disruption, organizers described the General Assembly as a success and reaffirmed their commitment to lawful and peaceful operations.

Leaders urged the Bamasaaba community to unite behind development initiatives, emphasizing that collective effort would strengthen cultural identity and improve livelihoods.

The meeting concluded with a call for unity, peace, and continued cooperation among all stakeholders in advancing the future of the Bamasaaba people.
