RDC Bayole Ignites Anti-Corruption Drive in Kapchorwa: Leaders Must Rebuild Public Confidence



KAPCHORWA MUNICIPALITY— In a deliberate move to weed out corruption and improve public service delivery, the Resident District Commissioner (RDC) of Kapchorwa, Mr. Bayole Stanley, has urged public officers and political leaders to embrace absolute transparency, accountability, and inclusivity.

The RDC made these remarks during the District/City Integrity Promotion Forum (DIPF) workshop held at the Kapchorwa Municipality Hall.

The forum, which draws its mandate from Uganda’s National Zero Tolerance to Corruption Policy (2019), is a multi-stakeholder platform composed of both state and non-state actors. It serves as a coordinated mechanism aimed at advancing transparency, ethical conduct, and accountability in local government.

Speaking as the official Chairperson of the forum, Mr. Bayole Stanley emphasized that public resources must benefit all citizens equitably.

 "Public officers must be transparent, accountable, and serve Ugandans equally. Everyone deserves to receive quality government services, regardless of their level of education, tribe, or age," Mr. Bayole stated.

He further challenged political leaders across the political divide to unite in the fight against graft, emphasizing that collaboration is the only way to realize the government’s goal of zero tolerance for corruption within Kapchorwa District, the Municipality, and Uganda at large.

During the workshop, a legal officer clarified the core objectives of the initiative, explaining that the DIPF targets coordinated institutional efforts to rebuild integrity in local government systems. By bringing together oversight, security, and administrative heads, the forum ensures that loopholes for financial mismanagement are closed.

As the Chairperson of the Forum, RDC Bayole assured the public that his office, alongside the office of the Chief Administrative Officer (CAO)—which serves as the forum’s secretariat—will ensure that all aims and objectives of the initiative are fully put into action.

The implementation will heavily rely on a robust committee of forum members, which includes: The LCV Chairperson, The Municipal Mayor , The District Police Commander (DPC), The District Officer in Charge of Criminal Investigations (OC CID) ,The Resident State Attorney, The District Internal Auditor,  The Chief Magistrate, among other key state and civil society actors.

With the forum now fully activated, residents can look forward to a more transparent local government focused on effective service delivery and strict adherence to anti-corruption guidelines.
