Investigative: How Dr. Kaggwa got buried in the hitch as a Mafia group in Wakiso tried to steal his Kakunyu land!

 



For a good number of years, Dr. Kaggwa toiled and chose to spend his hard-earned Money on preparing and putting his final retirement plan from paper to practice. 


He acquired a big chunk of land at Kakunyu in Mende sub-county Wakiso district and set up a modern farm assisted by his family, he employed a few villagers and everything seemed moving on smoothly until a year plus back when unknown people swung into action claiming to be squatters on his land that he had not compensated and thus they demanded that he pays them.


The squatters are not alone in this case, they are part of an organized group of land grabbers supported by some influential people in a power center usually covered as the State House, or in some cases they cover up as working for a military officer, a Minister in government to

deliberately see their targets chickening out.


The Kakunyu land-grabbing saga is one of the latest on the scene as purported brokers under the

442 bailiffs company identified Dr. Kaggwa’s land and hatched a plan on how they would throw

him into a panic to either take the land for free, extort money from him or any other compromising position.


Sometime last year a one Derrick Mukasa and his partner in crime Shafil Bbaale walked into the

regional lands office at Entebbe seeking to find out details relating to a block of land in Wakiso that seemed vacant, although our investigations have identified the land belonged to Dr.


Kaggwa’s and is located at Kakunyu. The Duo’s task was to establish all details about this land

including the acreage, Area schedule, and Block among others which were availed to them after

bribing the officials in charge of the lands registry at Entebbe. 


They later attempted to get to Dr. Kaggwa to lodge complaints about being squatters on the land but failed to locate him and resorted to plan B in this case which included ferrying people to his land under the guise of being squatters who wanted compensation before vacating the land.


The squatters group was commanded by Derrick Mukasa a one Kiyenje, Bbaale Shafil, Nanteza

Kiweweesi Bahati (a disguised wife to Derrick Mukasa), Sseggane, Faisal, Kimuli, Kabejja,

Nakakande and a one Hassan. The group was bankrolled by senior officials in government

including a Cabinet Minister, a female employee in State House, and the RDC Wakiso Justine

Mbabazi facilitating all plans geared towards taking over the land to the tune of over 200 million

on different occasions.


“Actually Sseggane was given 20 million shillings to hire a grader to be used after getting clearance and guard by security personnel and a lorry to ferry remaining properties as guided by the RDC Mbabazi.” A group confidant recently revealed. The confidant notes that the RDC has been aware of every development while offering a soft landing to the mafia clique whenever the need arose Lands State Minister comes into the picture.


The Cabinet Minister and State House official later planned to annex the office of the State Minister for Lands Sam Mayanja and the State House Anticorruption Unit by making the land-grabbing case a matter of urgency.


To that effect, they also attempted to drag some senior officers in the Uganda Police fraternity to assist them a move that didn’t materialize, and ended up being asked to use the office of the District Police Commander Wakiso and Kampala North to handle their matter.


The RDC Mbabazi Justine and the police have been instrumental in following up on the progress of this matter with keen interest that it ends in favor of their Minister and State House official. Mbabazi would brag around saying all those who have long

agitated for her transfer were wasting time because she had a stronghold in the office in charge of appointing RDCs.


Without doing enough Due diligence about who else was involved in this case Sam Mayanja went full swing thinking he was genuinely helping a fellow minister whereas the matter was only sanitized to attract his attention but indeed it was a land-grabbing deal. Mayanja was dragged

into reinstating squatters on the land to increase the Mafia group's bargain from Dr. Kaggwa and

cement their illegal stay. He dwelt so much on a partial report from the State House

anticorruption unit to satisfy his judgment eventually giving the purported squatters a soft

landing back to the land further escalating the problem.


As all this went on Dr. Kaggwa lodged 5 cases against the squatters in the high court and as we

speak he had won two of these cases before eventually lodging others against Minister Sam

Mayanja and also applying for a court order to regain his freedom at Kakunyu following events

occasioned by the Minister that culminated into the destruction of Kaggwa’s farm properties

among other things.


The Mafia group has of late been under a lot of pressure and began to devise means of jumping

out of this deal because it seemed backfiring and chose to seek out Dr. Kaggwa’s camp to make

their bargain and fronted a few of its group members.


On several occasions, the mafia group has hired goons blocking the landlord from accessing his

farm even when there is a court order permitting him to carry on with his farm activities. 


The police in sheer violation of the court order have watched the goons meet violence against farm

workers and those passing by without any legal action taken.


The Mafia Group hatches a money-making plot

The group has had a series of meetings in Nansana and other places which our investigations

zeroed on in which a female member of the racket confesses that they have been pushing this

deal for more than a year led by Derrick Mukasa and Bbaale Shafil as the ring leaders and after

realizing that Dr. Kaggwa may floor them in the remaining cases they have resorted to now

seeking for a negotiation with the landlord so that they freely vacate his land and part away with

some money.


In this new plot, Derrick Mukasa was heard making his demand insisting that he wants Dr. Kaggwa to pay him 300 million shillings, while his counterpart Bbaale also demanded the same amount of 300 million with a plan of telling Dr. Kaggwa that this will cater for their efforts to convince their fellow squatters to vacate the land after accepting offers from their landlord.


However, Dr. Kaggwa maintains that he compensated all these people years back and still

wonders how they came to make fresh claims on his land. In the same meeting, one Nanteza confirmed how she is married to Derrick Mukasa and pledges to talk to her husband to lure him to bow out of this deal along with his teammates. She insisted that the matter would be complex because their funders (A minister and State House Lady) had injected in a lot of money which they needed to recoup immediately. 


Nanteza in a carefully tailored plan notes that Derrick Mukasa and Bbaale were the only people positioned to remove the squatters if given the compensation money but quickly attributes the escalation of the matter to the failure by Dr. Kaggwa to meet them earlier on. Nanteza also quickly makes her bargain noting that she should be given some money for her efforts indicating that talking to her husband and group is not an easy task.


“We need to look into this matter as reasonable people and depart freely, although, at the back of

our minds, we need to understand that not all of us shall be happy” she emphasizes

The group have also encountered some internal misunderstanding as a section of them have

threatened to let the cat out if they are not considered when it comes to sharing the money they intend to extort from Dr. Kaggwa. 


In the last locus visit some of them chose not to appear fearing that they may be arrested and charged for criminal trespass while others fear that the land lord established the truth about this whole matters and may deal with them individually in criminal proceedings.
