On Saturday, 23rd August 2025, at the NRM NEC meeting in State House Entebbe before over 3,000 delegates, the President paused and asked for the meaning of a Lunyankole word, “Okukyenula" meaning "Khuyetta" in Lumasaba

In that defining moment, I rose not just as Emmanuel Wepukhulu Biara, but as a son of Bulambuli and Bugisu. With courage, I stood tall and gave meaning to the word until a smile lit up the President’s face.
But I did not stop there. I used the very depth of that word to speak for Bulambuli to remind the President, the Speaker of Parliament, and the entire leadership of Uganda that:
Our people deserve cattle restocking because it's long overdue.
We urgently need a strategic, lasting solution to the mudslides and floods that continue to take lives in our land since 2010
That moment was not about me. It was about Bulambuli’s voice being heard at the highest table of decision making.
My brothers and sisters, it is only a matter of time. With God’s grace and your trust, we shall deliver consultative, visionary, and effective representation in the 12th Parliament.
