Gulu, Uganda: The Senior Presidential Advisor on Defence and Security, Gen Caleb Akandwanaho popularly known as Salim Saleh, has joined forces with wealthy businessman King Ceasor Augustus Mulenga to chart new strategies aimed at boosting Uganda’s entrepreneurship sector, in a move that also strengthens the King’s campaign for the NRM Entrepreneurs League chairmanship.
King Ceasor confirmed the development on Tuesday evening through his official X account, revealing that he had met Gen Saleh at his country home in Gulu for high-level discussions.
“Today, I paid a courtesy call on General Caleb K. Akandwanaho Salim Saleh at his country home in Gulu. We discussed matters of national importance relating to improving entrepreneurship in Uganda. I thank him for his profound proposals, which I will implement as the National Chairperson of the NRM Entrepreneurship League,” King Ceasor posted.
The meeting with Gen Saleh comes at a crucial point in the campaign, with elections for all NRM Special Leagues, including the Youth, Women, Elders, Workers, and Entrepreneurs, scheduled for later this month at Kololo Independence Grounds.
The NRM Entrepreneurs League vote will draw delegates from across the country to elect the next leader responsible for championing the party’s entrepreneurship agenda.

King Ceasor’s bid has in recent weeks gained national visibility through a vigorous mobilisation drive. Earlier this month, he launched the Kampala Region Entrepreneurs SACCO at his Nakasero residence, injecting Shs100m as part of his broader Shs1.8bn pledge to capitalise sub-regional SACCOS.
The initiative has been replicated across several regions, attracting strong delegate participation and solidifying his appeal among grassroots entrepreneurs.
In his nationwide tour, the businessman has traversed Kampala, Wakiso, Mukono, Gulu, Mbale, and other districts, meeting SACCO leaders, youth innovators, and NRM delegates. His campaign, exclusively covered by his publication, centres on practical wealth creation, including access to capital, improved market linkages, and structured entrepreneurship training.
The endorsement from Gen Saleh is expected to be a decisive factor, given his influence in national wealth creation programs and his reputation for championing community-based economic empowerment. Observers note that his support could consolidate King Ceasor’s backing among the party’s business and investment circles.
