Bugisu sub-region in eastern Uganda has long played a crucial role in the country’s history, yet it remains overlooked in national development and governance. Recently, elders and politicians from the region raised their voices, demanding attention to the challenges facing Bulambuli constituency in Bulambuli district. Communities there continue to endure land disputes, floods, landslides, and cattle rustling by their Karamojong neighbors—a problem persisting for over 50 years, leaving families deprived of livestock, land, and even lives.
The elders and politicians highlighted Bugisu’s historical contributions, which remain largely unacknowledged. Before Uganda’s independence in 1961, the Bugisu Cooperative Union held a London bank account with £300,000—a huge sacrifice for farmers and families. Alongside contributions from Buganda, this fund played a key role in securing Uganda’s independence. Despite this, Uganda has yet to officially recognize or repay this historic debt.
Bugisu also produced heroes who risked their lives for the country’s liberation. Natoolo Masaba from Bududa, killed under Idi Amin’s regime, alongside Bishop Wasike, Mukhwana Mawumbe, Prof. Dan Nabudere, and Namirundu, fought shoulder to shoulder with President Yoweri Kaguta Museveni during the formative days of FRONASA, the foundation of the NRA. The late Rt. Hon. James Wapakhabulo, a Bugisu son, also shaped Uganda’s 1995 Constitution and represented the country internationally. Elders and politicians stress that Bugisu’s loyalty and sacrifices have never wavered.
Despite these contributions, Bugisu remains underrepresented in governance. While Teso sub-region holds powerful positions like Vice President, Speaker of Parliament, Auditor General, and multiple cabinet ministers, Bugisu has only two state ministerial positions: State Minister for Karamoja and State Minister for the Elderly. Even Sebei, historically part of greater Bugisu, has a cabinet minister. Elders and politicians argue that this sidelining is unfair.
The neglect goes beyond politics. During recent livestock crises, cattle restocking programs benefited Teso while Bugisu, which also suffered heavy losses, received no support. Elders and politicians argue that such omissions deepen the sense of injustice in a region that has long sacrificed resources, loyalty, and even lives for the nation.
Bugisu’s elders and politicians are demanding fairness. They seek recognition of historical sacrifices, compensation for lost livestock, and tangible support for environmental restoration. They propose replanting Mt. Elgon with bamboo—a fast-growing tree that prevents soil erosion, conserves water, and provides timber—a solution already proven in countries like India. With Brig. Gen. David Gonyi, a native of Bugisu, leading the government’s environmental security efforts, there is hope that the region’s concerns will finally be addressed.
As Uganda approaches another election season, the message from Bugisu is clear: it is time to strengthen the Bugisu parliamentary caucus and demand a fair share of national opportunities. Elders and politicians stress that Bugisu is not begging—it is insisting on recognition, justice, and inclusion at the High Table. A nation that ignores its backbone risks losing its strength.
