MBALE – The Resident District Commissioner (RDC) Mr Bayole Stanley has issued a stern warning to district technical staff and sector heads, urging them to prioritize public service over personal interests and tribal affiliations.
The remarks were made during a follow-up meeting held at the Lukhobo Hall in Maluku, where officials from the Ministry of Ethics and Integrity arrived to assess the progress of the District Integrity Committee.
The District Integrity Committee was formed in December 2025, the committee serves as the district's primary watchdog. Its mandate includes:
Monitoring worker behavior and professional ethics, Investigating corruption and the misuse of public offices and resolving internal disputes within the district administration.
The committee features a high-level composition to ensure accountability, including the RDC, Chief Administrative Officer (CAO), LCV Chairperson, CID representative, and two religious leaders, among others.
The Ministry delegation, led by Madam Mwesigye Margaret and Mr. Musitwa Brian (Senior Ethics Officer), evaluated how the committee has functioned since its inception.
The RDC reminded officials that the election season is over. "Politics and campaigns are done," he stated, "the focus must now shift entirely to serving the public."
Sector heads were warned against "owning" public offices as personal property. The RDC emphasized that these offices are meant to serve the community, not individual interests.
In a significant directive, the RDC urged civil servants to serve all citizens according to their needs rather than their tribes, emphasizing that service delivery must be blind to ethnic backgrounds.
Sector heads were encouraged to be open with one another to foster a collaborative and honest working environment.

Implementing "Integrity Quality Checks" to ensure civil servants are adhering to ethical standards.
"Civil servants must improve their ethics now so they are not caught on the wrong side of the law regarding the misuse of public resources," the RDC emphasized the heads of sectors at the district.
