The Headteacher of Bumageni Army Primary School, 𝙈𝙧. 𝙒𝙖𝙢𝙞𝙢𝙗𝙞 𝙎𝙖𝙢𝙪𝙚𝙡 𝙎𝙤𝙠𝙤𝙞, has been summoned by the Criminal Investigations Department (CID) in Mbale over allegations of illegally charging school fees in a government-aided school.
According to reports, Mr. Sokoi is required to appear at Mbale Central Police Station – Busoba CID Office on 19th March 2026 at 9:00am, where he will meet Detective Inspector of Police Namanda Kenneth to respond to the allegations.
The summons follows a visit by the office of the Resident District Commissioner at the start of the school term, during which concerns were raised about unauthorized school charges imposed on learners—an act prohibited under government policy.
In the notice dated 17th March 2026, Mr. Sokoi has been directed to present key documents to support his defense, including minutes of parents’ meetings, the school budget, bank slips or statements and any other relevant records. He has also been given the option to submit a written report.
The development comes shortly after a directive issued on 11th March 2026 by the Chief Administrative Officer of Mbale, Ms. Angella Akurut.
In her circular addressed to all headteachers in government-aided primary and secondary schools, she warned against imposing extra charges on learners under Universal Primary Education (UPE) and Universal Secondary Education (USE) programs.
Ms. Akurut emphasized that charging fees in government-aided schools is illegal, noting that such institutions already receive capitation grants from the government. She further stressed that the practice contravenes the presidential directive aligned with the Education Act, 2008 (Section 9).
Investigations into the matter are ongoing.
