KAMPALA Tension flared in the Ugandan Parliament on Wednesday as Hon. Karim Masaba, Member of Parliament for Mbale Industrial City Division, sharply confronted Speaker Jacob Marksons Oboth over procedural irregularities in a motion seeking approval for major external loans.

The confrontation centered on a government request to borrow funds for a large-scale solar-powered irrigation project aimed at boosting coffee production.
