Luwa Acting Town Clerk Kurobe Samuel Remanded Over Alleged Forged Land Deal & Abuse of Office in Namisindwa

Kurobe Samuel, the Acting Town Clerk of Luwa Town Council in Namisindwa District, was this afternoon arraigned before the Anti-Corruption Division of the High Court on charges of abuse of office linked to a controversial land purchase. He was remanded until 13 August 2026.

The arrest and court appearance were carried out by the Anti-Corruption Unit in collaboration with the Office of the Director of Public Prosecutions (ODPP) and the Criminal Investigations Directorate (CID).

According to investigators, Namisindwa District Local Government allocated UGX 150 million to Luwa Town Council for the purchase of land and construction of administrative offices. Of that sum, UGX 40 million was reportedly used to buy land in Kungu Cell, Bunambobi Ward, within Luwa Town Council.

Prosecutors allege the transaction was conducted without following required procurement procedures and without an official valuation of the property. Investigations further claim the land was actually acquired for only UGX 12 million. A forged sale agreement was then allegedly created to show a purchase price of UGX 40 million, creating the appearance that the full reported amount had been spent.

Kurobe, employed by Namisindwa District Local Government as a Senior Assistant Secretary and assigned the duties of Acting Town Clerk of Luwa Town Council, is accused of abusing the authority of his office in connection with the deal.

The case forms part of the ongoing “Expose the Corrupt” national campaign led by the Minister of Local Government, Hon. Balaam Barugahara. The campaign seeks to strengthen accountability and tackle corruption in local governments across Uganda.

Kurobe remains in custody pending his next court appearance on 13 August 2026. The matter continues under investigation.
