Kampala — In a significant development in Uganda’s ongoing anti-graft drive, Mbale District Health Officer Dr. Wangisi Massa Jonathan (also referred to as Dr. Jonathan Wangisi) was granted bail by the Anti-Corruption Court in Kampala on Tuesday afternoon, August 4, 2026.
The release comes just days after the senior health official was arraigned and remanded on charges of abuse of office and corruption through neglect of duty. Court records and official statements indicate he had been held in custody pending the bail hearing scheduled for that date.
Dr. Wangisi was among four Mbale District officials charged in late July following arrests linked to the “Expose the Corrupt” campaign spearheaded by Minister of Local Government Hon. Balaam Barugahara. The others were District Education Officer Khaukha Sam Paddy, District Inspector of Schools Walufu Asadi, and Nabumali Secondary School head teacher Nabiryo Betty Wamanga.
According to the prosecution, between 2023 and 2024 Dr. Wangisi allegedly abused his office by irregularly transferring health workers from various health centres to Busiu Health Centre IV (some reports reference Busia) without the required approval of the Chief Administrative Officer. The transfers are said to have left several facilities understaffed and disrupted healthcare service delivery across the district. He is further accused of neglecting core statutory duties as District Health Officer, including assessing staffing needs, monitoring leave schedules, and coordinating the proper deployment of health workers.
The case forms part of a broader crackdown that began earlier in July 2026. During a monitoring visit to Mbale, Minister Barugahara ordered Dr. Wangisi’s arrest after discovering alleged ghost workers on the payroll at Naiku Health Centre III in Bumbobi Sub-county. The Permanent Secretary of the Ministry of Local Government subsequently directed the interdiction of Dr. Wangisi and three other senior district officials to allow investigations by the State House Anti-Corruption Unit, CID, and the Office of the Director of Public Prosecutions.
Dr. Wangisi, a registered medical practitioner with the Uganda Medical and Dental Practitioners Council (MBChB, Makerere University, 1999), had been serving as Mbale’s top health official when the allegations surfaced. His appearance in the Anti-Corruption Division of the High Court on July 30, 2026, drew significant local attention amid public frustration over service delivery challenges in the region’s health facilities.
While full details of the bail conditions were still emerging at the time of reporting, the grant of bail allows the District Health Officer to answer the charges from outside custody as the case proceeds. The other three co-accused had their matters adjourned, with further hearings anticipated.
The “Expose the Corrupt” initiative continues to target irregularities in local government, particularly in the health and education sectors. Authorities have emphasised that the investigations aim to protect public resources and improve service delivery for ordinary Ugandans. Dr. Wangisi, like all accused persons, remains presumed innocent until proven guilty.
Further court proceedings are expected in the coming weeks as the Anti-Corruption Court advances the case.
