Byabakama reiterated that every duly nominated presidential candidate is free to campaign in any part of the country, provided they adhere to the law and guidelines issued by the Commission.
The Electoral Commission of Uganda has condemned the violent scenes that marred the campaign rally of National Unity Platform (NUP) presidential candidate Robert Kyagulanyi Ssentamu in Gulu on 6 December 2025.
Justice Simon Byabakama Mugenyi, the Electoral Commission Chairperson, described the incident as unfortunate and unnecessary, especially coming just days after a meeting between agents of all presidential candidates and the Uganda Police Force aimed at resolving concerns and reinforcing commitments to peaceful campaigns.
He stressed that violence goes against the Commission’s repeated calls for all stakeholders to act peacefully and in line with electoral laws to ensure Ugandans enjoy free, fair, and credible elections.
Byabakama reiterated that every duly nominated presidential candidate is free to campaign in any part of the country, provided they adhere to the law and guidelines issued by the Commission.
He urged that any disagreements arising during campaigns should be addressed through dialogue rather than confrontation.
The Chairperson called on the Uganda Police to thoroughly investigate the circumstances that led to the confrontation and ensure that all those responsible are held accountable.
He further appealed to law enforcement agencies to exercise restraint and use proportionate, lawful, and humane means while enforcing compliance with electoral laws and guidelines.
