Trouble: Senior Education Officer Accused of Extortion & "Fake Minister Balaam" Visit at Top Mbale School Including Nyondo SS

Mbale District – A top-performing secondary school in Mbale District has lodged a explosive corruption complaint against a Senior Education Officer, alleging he faked an advance visit by the Minister of Local Government, threatened staff and students with arrest, coerced pupils into writing false complaints, and extorted hundreds of thousands of shillings from the school administration.

In a strongly worded letter dated Saturday, July 18, 2026, Nyondo Secondary School Head Teacher Dismas Samuel Wandulu accused Mr. Bakumba Hannington and his team of a day-long campaign of intimidation and graft during their visit on Friday, July 17.According to the letter, the team arrived at the Catholic-founded school at 8:00 a.m. and immediately called a school assembly. 

They claimed to be an advance party preparing for a visit by the Minister of Local Government. The visitors allegedly threatened both staff and students with possible arrests before the end of the day. However, the Minister never appeared.“Mr. Bakumba Hannington then told students to go to their respective classes for the head count and instructed the school media teacher to delete whatever he had recorded during the assembly,” the Head Teacher wrote. 

The letter further claims that Bakumba selected certain students and pressured them to write statements accusing school administrators of forcing pupils to pay fees and sending them home for non-payment. Some students reportedly refused and were sent away, while others were allegedly coached before writing the statements.The team’s visit reportedly disrupted normal school activities. Teachers were called into a lengthy meeting that lasted several hours, affecting lessons across the school.

Cash Demand and Alleged Bribe;The most serious allegation involves direct solicitation of money. According to the Head Teacher, Mr. Bakumba directed Deputy Head Teacher Mr. Nangoli Philemon to provide money “for facilitation and for preventing the Minister from coming to the school.” The Deputy Head Teacher consulted the Head Teacher, who authorised a “tempt” payment of 700,000 Ugandan shillings (approximately $190). The money was allegedly handed over from the office of the Director of Studies. Bakumba reportedly accepted the cash but refused to sign the voucher acknowledging receipt.
