Kitutu, Wakooli, Welikhe Face It Rough As Voters Demand For Accountability Of The 5 years In Parliament Ahead of The 2026 General Elections



Manafwa District voters insist on leadership accountability as 2026 elections loom.

Voters in the Manafwa District, Bugisu subregion are sending a strong message to their leaders as the 2026 general elections approach. They are threatening to hold accountable any leaders who have neglected their duties, particularly Members of Parliament (MPs) who have failed to engage with their constituents.

The accused leaders facing it rough include:- Hon. Mary Goretti Kitutu, woman Mp Manafwa and former expelled minister of Karamoja, Hon. Godfrey Matembu Wakooli of Butiru County and Hon. Welikhe of Bubulo Constituency.

Emmanuel Kangala, a resident and a boda boda rider in Makenya criticized MPs who neglect their constituents, calling them out for failing to serve their primary employers—the people. He made these remarks in an interview with this publication yesterday 15th April, 2025, as the leadership of Manafwa District Local Government officially launched the rehabilitation of the Lutaaso–Salosalo road, a 10.73-kilometer stretch valued at UGX 1,520,568,296. The project is funded by the International Fund for Agricultural Development (IFAD).

The scope of work includes grading, gravelling, drainage improvement, and road shaping. These efforts aim to resolve the long-standing issues of poor road conditions and inadequate drainage along the Butiru–Salosalo road.

He further expressed dismay that some leaders only resurface during election season after spending the previous five years indulging in Kampala.

“They are now coming because elections are near, and they have started their propaganda. They are trying to seduce the local people with small sums of money, but we shall not accept them,” He said 

The launch ceremony was officiated by Members of Parliament Hon Dr. Goretti Kitutu the Woman MP, Butiru Constituency MP Hon. Godfrey Matembu, Bubulo Constituency MP Hon. Welikhe, RDC Mayi Webule Patience, , District Chairperson Mr. Hosea Kigai, the District Speaker, DEC, DCAO, technical staff, subcounty leaders, and members of the communities from Butiru, Makenya, and Bukhala subcounties.

And in the background as Kitutu was giving his remarks, Voters questioned the motives of such leaders, suggesting they prioritize personal interests over serving the public. However, Emma urged voters to remain vigilant against incompetent leaders who shirk their responsibilities and put self-interest above the community.

Another voter name withheld noted that  effective leaders should demonstrate proactive initiatives that benefit their communities. Citing Manafwa as an example, he encouraged residents to demand accountability from leaders who claim to have worked for them but show no tangible results.

It should be noted that Hon Kitutu, the Manafwa District Woman MP has always faced a humiliating experience when she was reportedly chased away from several public ceremonies.

The incident is culmination of frustration and discontent among voters, particularly the youth, who expressed dissatisfaction with her performance.

The crowd’s anger boiled over, preventing Kitutu from addressing the gathering. This public rebuke underscores the growing demand for accountability among leaders not only in Manafwa but also in other electoral areas.

As a prominent figure in Ugandan politics, kitutu has held various positions, including serving on the Minister of Energy, Minister of Karamoja and on Bukuka Committee. However, her performance has apparently fallen short of expectations, leading to backlash from her constituents ever since she was dropped from the ministry over theft  of Karamoja Iron  sheets.

This dramatic incident highlights the growing discontent among voters in Manafwa, who feel their leaders have not been responsive to their needs. As the elections draw near, it is clear that voters will be demanding more accountability from their leaders.

“We should elect credible representatives who prioritize our needs over their own interests,” Mbalasa advised.

Another dramatic scene unfolded when Wakooli, made a 10km walk with his voters singing for him campaign songs. According to Voters and political observers, his political popularity and support is backsliding as voters keep demanding for accountability of his 5 year in the August House.

Wakooli Godfrey who represents the people of Butiru County is serving his first term in parliament after massively winning the 2021 elections.

“With Uganda’s transition looming, it is essential to have leaders who focus on key sectors such as education, health, and youth unemployment, which have been neglected for far too long,” - Wapoi Eddy, a chapati dealer.

Words from voters of Welikhe of Bubulo Constituency don't differ from those spoken above. 

Although a few voters we interviewed claim not to vote for the above, tentative opinion polls still show that the incumbents still have higher chances of bouncing back in parliament after the 2026 elections
