Blogger Hit as Prisons Van Ferrying Ggaba Murder Suspect Loses Brakes


Kampala, Uganda — A 28-year-old TikTok blogger is fighting for his life after he was knocked down by a Uganda Prisons Service van transporting Christopher Okello, the prime suspect in the Ggaba daycare murders, to a mobile court hearing on Wednesday morning.

The victim, identified as Ronald Mulwana who ran the TikTok account “PL on TV”, was hit near Ggaba Trading Centre between Maranatha Primary School and Maranatha High School at about 9:00 a.m.

Witnesses said the van, registration number UU 00067, was reversing on a slope when its brakes appeared to fail. A video clip circulating online shows security personnel leaping out of the way as the vehicle rolled backward uncontrollably before running over Mulwana.

Police have now confirmed the incident. In a press release issued April 15, 2026, Kampala Metropolitan Police spokesperson SP Racheal Kawala said Kabalagala Police had registered a “serious road traffic accident” involving motor vehicle UU 00067 T, a Toyota Hiace drone, and a pedestrian.

“It is alleged that the vehicle, which was transporting a suspect identified as Okello, developed a brake failure upon reaching the Mobile Court premises, causing it to knock down the pedestrian,” Kawala stated.

She added that “the victim was rushed to Mulago Hospital for medical treatment” and that “investigations into the matter are ongoing.”

Okello was being transported for his second appearance before the mobile court. He faces four counts of murder over the April 2, 2026 killing of four toddlers at Ggaba Early Childhood Development Centre. The trial opened last week on Monday.

The incident raises immediate questions about vehicle safety and maintenance protocols for high-profile prisoner transport, especially during public court sessions held in crowded areas.
